T-Mobile to sell 3G iPhone for €1

Phillipp Humm, CEO of T-Mobile Germany stated that T-Mobile will be selling Apple's new 3G iPhone for €1. This finally feels like a European phone launch. Low-cost phone with high-cost contract instead of the previous high-cost phone with high-cost contract.
The announcement comes after O2's decision to offer the iPhone for free, depending on which contract you choose.
The pricing for the new T-Mobile iPhone is as follows: €1 if you get the highest plan of €89 ($137) and €169 ($260) if you choose the €29 plan ($44).

wouldn't a low cost phone with a high cost contract be the american way of pricing?
US providers subsidize phone costs much more than euro providers.
then why isn't at&t doing the same thing?
