Yahoo! has announced a new version of their Mail service, that will allow users to send SMS messages for free. The only downside is that this feature is only available to people in the US, Canada, India and the Philippines.
The new Yahoo! Mail also features an integrated Messenger client - available worldwide - that will let you send IM to other Yahoo! Messenger or Windows Live Messenger users.
Also, some mobile phone carriers may charge text message recipients for receiving SMS messages. Here's a list of carriers you'll be able to send text messages to:

The real question is can the user respond to this SMS, and will it apear in the interface in the same manner as an email?

You're probably using the old version of Yahoo Mail. Click on the 'Options' link on the right side of the screen, and then look for "The new Yahoo! Mail has arrived! Try it now!" Click on that and it will take you to the new interface.
